2026 Housing Element Amendment Update

This week, the California Department of Housing and Community Development (HCD) requested supplemental information following its review of the Town’s second Housing Element amendment submittal, seeking additional clarification and documentation to ensure the amendment fully demonstrates compliance with State housing law. In response, Town staff prepared a third draft of the Housing Element update that directly addresses HCD’s comments and strengthens the analysis supporting the Town’s planned housing capacity. Key revisions include expanded site feasibility analysis for the Twin Oaks opportunity site to further substantiate its realistic development potential, as well as the addition of a formal monitoring program to track progress and implementation of the Town’s designated multifamily opportunity sites over time. These updates are intended to provide greater transparency, accountability, and evidence that the Town can accommodate its Regional Housing Needs Allocation.

The revised third draft is posted at the links below and is available for a seven-day public review period to allow community members and stakeholders the opportunity to review and provide feedback before the document is resubmitted to HCD.
