Housing Element Forum

Welcome to the Housing Element Forum, a valuable opportunity for our community to engage with a panel of distinguished experts on housing, development, and policy. This forum will provide insights from professionals who are directly involved in the complex process of Housing Element implementation, affordable housing development, and the legal and policy frameworks that guide these efforts. Our panel of experts come from diverse backgrounds covering policy making, legislative analysts, an affordable housing developer, the Town’s city attorney, and land use professionals.  

There will be an opportunity for the public to address their policy makers at the regularly scheduled City Council meeting on November 21st, just three days later.

Save the date for this important discussion: November 18th, 5-7 p.m. at the Town of Los Altos Hills Council Chambers.

Members of the public are encouraged to submit questions  in advance, as this session will focus entirely on sharing knowledge and experience with the community, both in person and online. This is an educational session.

Please note: The panel will attempt to answer as many questions as we can during the Housing Element Forum but may be limited by the number of questions and time allocated for the forum

In Person Moderator:

  • Peter Pirnejad, City Manager, Town of Los Altos Hills – Peter leads the Town’s efforts in guiding policy and operations, with extensive experience in municipal governance and development issues.

In Person Speakers:

  • Frank Zerunyan, Councilmember, City of Rolling Hills – Frank is a seasoned elected official with deep expertise in public policy and governance.  Frank represented a Southern California city that has advanced in its Housing Element implementation.
  • Randy Tsuda, CEO, Alta Housing – Randy heads Alta Housing, a nonprofit organization dedicated to providing affordable housing solutions in the Bay Area.
  • Dan Wery, Principal, Michael Baker International – Dan is a senior leader at Michael Baker International, specializing in housing, community planning, and urban development strategies.
  • Steve Mattas, City Attorney, Town of Los Altos Hills – Steve serves as legal counsel for the Town, advising on municipal law, land use, and housing policies.

Online Guest Speaker:

  • Brady Guertin, Legislative Affairs Lobbyist, League of California Cities – Brady represents the League of CA Cities in the areas of housing, community, and economic development, advocating for city interests in state policy discussions.
