Inside Safe: Los Angeles Homelessness & Housing Initiative

Building a Los Angeles where everyone has a safe place to call home

Inside Safe is a citywide initiative led by Mayor Karen Bass and the Mayor’s Office of Housing and Homelessness Solutions. Its mission is simple but urgent: to bring Angelenos living in encampments indoors — safely, compassionately, and permanently.

This effort marks a new chapter in how Los Angeles addresses homelessness. Instead of treating streets as places where people are forced to live, Inside Safe aims to transform them into spaces for connection, opportunity, and community well-being. The program focuses on long-term housing stability and coordinated support so that people can not only find housing, but keep it.

We’re inviting residents, service providers, and community partners to share your experiences and ideas. Your feedback will help shape the next phase of Inside Safe — from how encampment resolutions are carried out, to how permanent housing and supportive services are delivered across the city.

Through this engagement, the City hopes to:

  • Strengthen trust and transparency in homelessness response
  • Improve coordination between agencies, service providers, and neighborhoods
  • Gather insights on short- and long-term housing strategies
  • Identify what’s working — and where we can do better

Together, we can continue to reshape how Los Angeles responds to homelessness and build a city where everyone has a safe, stable place to live.
