Anticipated Votes for Development Agreement and Zoning Changes

Expected Commission Actions on December 9, 2025

At the City Commission meeting on Tuesday, December 9, the Muskegon City Commission will review an updated Development Agreement for the Fisherman’s Landing and Mart Dock project. The revised document includes updates to:

  1. The profit-sharing agreement
  2. The purchase price for the City to acquire Verplank property
  3. The due-diligence period

The City Manager, Mart Dock representatives, and their legal teams have continued to refine the agreement previously presented to the Commission on September 8 and November 25. All versions are available on the Connect Muskegon project page.

Both the Development Agreement and the two related zoning items appear under New Business on the December 9, 2025, agenda. While these will be the final items discussed under New Business, public comment occurs near the beginning of the meeting and applies to all agenda items, including those under New Business. Comments can be made in person or by phone.

Expected Commission Actions on December 9, 2025

The Commission is anticipated to consider:

  • Approval of the updated Development Agreement
  • Second reading of two zoning requests related to the project:
    • Rezoning the Mart Dock property from Waterfront Marine to Waterfront Industrial PUD
    • Rezoning a portion of the Fisherman’s Landing property from Open Space Recreation to Waterfront Industrial PUD
