Your Community and Neighborhood Services team at the City of Muskegon is applying for a MAJOR $10 MILLION grant. If you're interested in rental rehabilitation, owner-occupied housing support, new and rehabilitated housing, or homebuyer down payment assistance programs, please read the application that's being submitted.

Feedback can be given between Thursday, October 12th and Sunday October 29th. A public hearing for comments will be held during the October 24th commission meeting.

This grant opportunity is a unique extension of the Community Development Block Grant (CDBG) program from the US Department of Housing and Urban Development. To gain additional points on the application, the City Commission committed $2 million in Public Improvement funds to be used as a match/leverage for the grant. This commitment will serve as proof of the city’s investment in affordable housing and maximize the use of the grant funds. Here's the summary of the application:

The Pro Housing Grant is intended to identify and remove obstacles to the production and preservation of affordable housing such as gaps in resources available for development, deteriorating infrastructure, challenges to preserving existing housing stock, and many more. The City is requesting $10 million for the following eligible activities that will benefit only those residents at or below 80% of area median income:

  • $3.5 million to establish a Housing Preservation Fund
    • $1.5 million for rental rehabilitation
    • $2 million for owner-occupied housing
  • $6 million to finance the construction or rehabilitation of affordable housing
    • $1 million for acquisition/rehabilitation/resale projects and nonprofit capacity building
    • $5 million for the construction of new units
  • $500,000 for homebuyer down payment assistance
