Hartshorn Marina & Adelaide Pointe

Adelaide Pointe is a development project on the shore of Muskegon Lake including residences, a wet marina, a dry marina, mancaves, offices, commercial spaces etc (learn more here). Adjacent to the Adelaide Pointe property is the City of Muskegon Hartshorn Park and Marina. Adelaide Pointe entered into a Cooperative Development and Use Agreement with the City of Muskegon for Hartshorn Marina in 2022. The City of Muskegon will resume direct management of our Hartshorn Municipal Marina no later than May 22, 2024.

Management of this facility was contracted to a third-party in 2019 as part of Harbor West LLC's development of Hartshorn Village. In 2022, Adelaide Pointe bought Harbor West LLC and took over its management of Hartshorn Municipal Marina. With the Harbor West management agreement expiring this year, our City team in recent months has been reviewing options for management going forward (read the full update in the project update below).

Using land purchased from Stewart Hartshorn Co. for a park in 1949, the City of Muskegon developed Hartshorn Marina, the only publicly owned marina on Muskegon Lake. Since the 1950s, this 10.3-acre marina has been available for the public's access to all waterfront activities.

Over the past several years the Hartshorn Municipal Marina and surrounding private land have gone through significant changes. This page is a resource for the community to remain informed about the status of efforts to improve this public amenity and all of its recreational offerings.

Hartshorn Village Development History:

  • Property Purchased by first developer, Harbor West, LLC, in October of 2018 from the City of Muskegon.
  • October 2018 the City sells Hartshorn Village property (1000 W Western Ave) to Harbor West, LLC for redevelopment into housing.
  • Hartshorn Village PUD was approved in February of 2019 for 55 single family homes, clubhouse and improvement to Hartshorn Marina.
  • The original PUD was amended in April of 2022 to remove 17 single family homes and add a 17 unit condo complex.
  • 2022- August, Leestma Management, LLC purchases Hartshorn Village property.
  • Amended in February of 2023 to reduce size of residential portion of development to just 20 single family homes. Also to include the development of a boat storage building where the condo complex was to be located. Also to keep the Fricano’s parking lot in place.

Adelaide Pointe Development History:

  • March 2021 Adelaide Pointe property (1204 W Western Ave) was purchased by Leestma Management, LLC.
  • Adelaide Pointe PUD approval of mixed-use development
  • June 2022 original PUD amended to include the addition of a new street (Adelaide Ave) and turned Adelaide Circle into a one-way street with angled parking. Also, minor changes to a couple of the buildings.
  • Feb 14, 2023 PUD amended to slightly modify one building, remove a private pool, remove the east basin boat launch, enlarge boat storage building.
  • March 14, 2023 2nd Amendement approved by City Commission as the developer no longer is seeking the City of Muskegon’s bonds to pay for eligible costs related to public infrastructure.
  • May 23, 2023 3rd Amendment approved by City Commission which adds in eligible environmental and nonenvironmental activities and property boundaries related to the construction of a Dry Rack storage building on the eastern portion of the new redevelopment area.
  • July 11, 2023, City Commission approved the exchange of property for the relocation of the Lakeshore Trail within the Adelaide Pointe development.
  • February 13, 2024, City Commission approved the Downtown Development Authority OnPremise Liquor License for the building at 500 Adelaide Circle, Floors 2 & 3 (Muskegon Brewing Company).
  • March 12, 2024, City Commission approved the Contingent Assignment Agreement between Choice One Bank and Adelaide Point.
