Fisherman’s Landing and Mart Dock Project Updates

Commission will discuss updates to the Fisherman’s Landing and Mart Dock Development Agreement on November 25, with public comment welcome, as the project moves toward zoning and approval decisions in December.

Updated Development Agreement Presentation and Discussion
At the City Commission meeting on Tuesday, November 25, the Muskegon City Commission will receive an updated presentation on the Development Agreement regarding Fisherman’s Landing and Mart Dock project.

The City Manager, Mart Dock representatives, and their legal teams have continued to update the Development Agreement since it was last shown to the Commission on September 8, 2025. You can review the September 8 draft and the updated development agreement on the project page. On November 25th the City Manager will give a presentation that explains what has changed in the updated agreement. This item is for discussion only. Public comment is welcome in person or by phone. Public comment takes place at the beginning of the meeting for all agenda items.

Historic Property Information
Based on questions from the public, city staff gathered more details about the history of the Fisherman’s Landing property. This includes the original 1944 Deeds and a summary of state and federal investments in the site. This information can be found here and also on the project page.

County Commission Support
On Tuesday, November 18, the Muskegon County Commission voted unanimously to support the Development Agreement with West Michigan Dock, also known as Mart Dock. Four of the seven County Commissioners represent parts of the City of Muskegon. The County’s resolution is available here and also available on the project page.

Next Steps
It is anticipated that on the December 9, 2025, City Commission Meeting the Commission will consider:

  • Approval of Development Agreement
  • Second reading on two zoning requests related to the project:
    • The first request is to rezone the Mart Dock property from Waterfront Marine to Waterfront Industrial PUD.
    • The second request is to rezone part of the Fisherman’s Landing property from Open Space Recreation to Waterfront Industrial PUD.
