
Windward Pointe Minor PUD Amendment Approved + EGLE Public Meeting and Comment
At the September 11, 2025 City Planning Commission meeting, Parkland Properties brought forward a planned unit development (PUD) amendment.
At the September 11, 2025 City Planning Commission meeting, Parkland Properties brought forward a planned unit development (PUD) amendment. The Planning Commission approved modifications to the previously approved PUD. Per the Planning and Zoning Act this is considered a minor amendment and does not require City Commission approval. The updated PUD can be found on the Connect Muskegon page. The changes include:
- Approximately 15 fewer single family home lots along the waterfront
- Public roadways and sidewalks shifted closer to the waterfront in the northeast corner of the site
- The developer expects this to result in more variation in home placement and to improve the overall project design from the previously approved PUD
In addition, the Michigan Department of Environment, Great Lakes, and Energy (EGLE) is hosting a public meeting and comment period regarding a Response Activity Plan (ResAP) for the former S. D. Warren/SAPPI Paper Mill site at 2400 Lakeshore Drive. The plan describes certain soil, groundwater, and soil gas contamination from historic industrial activity and outlines a conceptual approach to mitigate potential risks from these contaminants during the construction of approximately 190–220 single-family homes at the project.
- Written comments are being accepted until October 21, 2025.
- Online Public Meeting is being held on Tuesday, September 30, 2025 from 6-7PM to discuss the ResAP.
