Hartshorn Marina Management Update

The City of Muskegon will resume direct management of our Hartshorn Municipal Marina no later than May 22, 2024.

Management of this facility was contracted to a third-party in 2019 as part of Harbor West LLC's development of Hartshorn Village. In 2022, Adelaide Pointe bought Harbor West LLC and took over its management of Hartshorn Municipal Marina. With the Harbor West management agreement expiring this year, our City team in recent months has been reviewing options for management going forward.

In consultation with the City Commission, City Manager Jonathan Seyferth informed this week that the City will resume direct management of Hartshorn Marina. This decision does not impact the City's Cooperative Use Agreement with Adelaide Pointe, whereby AP makes the entirety of its waterfront property publicly accessible in exchange for the use of existing City infrastructure on a non-exclusive, non-preferential basis to service boats in AP's dry marina.

Adelaide Pointe is an exciting mixed-use waterfront development on what had been a privately owned industrial site. Overall, AP is expected to feature wet & dry marinas, condos, boaters service facility, bar & restaurant, event space, hotel, and publicly accessible recreational amenities. Notably, this development incorporates green-forward elements, from environmentally friendlier mass timber construction to alternative energy generation to EV charging, and capitalizes on Muskegon's magnificent water assets - advancing our local blue-green economy.

Re: Hartshorn, the City will be completing an individual master plan for Hartshorn Marina & Park, with community engagement opportunities in the coming months to help inform this plan. Hartshorn Marina & Park continue to be City-owned, and there's no consideration of selling any portion of this property. Rather, the City wishes to maintain and improve this waterfront facility for public use and enjoyment. City residents and Hartshorn users are encouraged to participate in the master planning process to help guide future use of and investment in Hartshorn Marina & Park.
