Marsh Field Cell Tower

The City of Muskegon has received a request from a private company to install a cell tower at Marsh Field (1800 Peck St). A portion of Marsh Field is zoned to allow for a communication tower, which is why this request is being brought forward. This type of use is common, and a similar tower was most recently installed near Pere Marquette Park in 2023.

In 2023, the idea of a cell tower at Marsh Field was discussed at the neighborhood association level. During those conversations, some residents expressed concerns related to safety and visual impact. Those concerns were shared with the company, and in response, the company will be partnering with the city to host an open house, in addition to the required public hearings, to answer questions and provide more information to the community. This input will be shared with the Planning Commission.

While it is unusual for the city to create a Connect Muskegon page for a project of this size, prior neighborhood discussions highlighted the importance of clear and accessible information. To ensure the community has multiple opportunities to learn about the proposal and share feedback, the city is creating this Connect Muskegon page and hosting an additional community meeting.

Before the project can move forward, the city’s zoning ordinance must be amended. Residents are encouraged to review the proposal, attend upcoming meetings, and share input. Please refer to the timeline and attached documents below for additional details and ways to participate.

Approval Process

Zoning Ordinance Amendment Requested
A change to the zoning ordinance is required before the project can move forward.

Planning Commission Public Hearing & Vote
The Planning Commission will hold a public hearing and vote on the zoning amendment.

City Commission Approval
If recommended, the amendment goes to the City Commission for final approval of the zoning amendment.

Special Use Permit Approval
If approved, the applicant must submit a Special Use Permit, which requires another public hearing and Planning Commission approval.
