Project Overview

Stormwater runoff—caused by rainfall and snowmelt flowing over roads, rooftops, and other surfaces—can lead to flooding, erosion, water quality degradation, and damage to public infrastructure if not properly managed. These impacts can affect roadways, natural habitats, groundwater recharge, and overall public health and safety. As development continues and weather patterns become more variable, the need for a coordinated approach to stormwater management has become increasingly important.

The proposed Stormwater Management Bylaw (Article 71) is designed to establish a clear regulatory framework to protect Nantucket’s water resources and ensure the Town can effectively manage its stormwater system. The bylaw would authorize the creation of a Stormwater Utility responsible for administering permits, enforcing regulations, and providing a dedicated funding source for system maintenance, improvements, and water quality initiatives. The program would focus on reducing runoff impacts from development, preventing pollutants from entering the storm drain system, promoting groundwater recharge, and minimizing flooding and erosion.

If approved at the 2026 Annual Town Meeting, the Town will move forward with developing detailed regulations in collaboration with its consultant, Town Counsel, and community stakeholders. This process will include public outreach, review, and refinement prior to final adoption and implementation. The goal is to create a transparent and effective stormwater management program that protects Nantucket’s natural resources and supports the long-term resilience of the community.
