Joint Funding Agreement

The Normal Town Council approved a $4.88 million joint funding agreement with the Illinois Department of Transportation (IDOT) for Phase I & Phase II Engineering for the Underpass. This represents new funding available for the underpass project. The agreement funds Phase II (detailed construction design) engineering services up to $3,000,000 in federal Section 130 funding. This funding is part of the BUILD grant funding scenario approved by Council on July 19, 2021. The agreement provides reimbursement to the Town for Phase I (preliminary design) engineering expenses incurred up to $1,888,000.
