Village Place Project Overview
The Village Place Planned Unit Development (PUD) is a long-anticipated project designed to revitalize the former Twin City Mall site, located at the southwest corner of U.S. Highway 1 and Northlake Boulevard, extending south to Palmetto Drive. This 13.15-acre site in North Palm Beach has a commercial future land use designation and C-3 zoning, which supports mixed-use development within a walkable, connected environment.
History of the Site
Once a bustling retail destination, the Twin City Mall opened in 1971 with over 30 stores, including J.M. Fields, Sears, and a movie theater with the area’s first automated projection system. However, after the closure of major tenants in the late 1980s and the opening of the Gardens Mall, Twin City Mall began to decline. Redevelopment efforts have been in discussion since the 1990s, with several plans proposed but never realized. Portions of the site were eventually redeveloped into the Northlake Promenade Shoppes (Lake Park side) and the Village Shoppes (North Palm Beach side).
About the Proposed Village Place Development
The new Village Place Master Plan divides the site into four parcels and proposes a thoughtfully designed mixed-use development with a Floor Area Ratio (FAR) of 2.75. The plan allows for a mix of mid-rise and high-rise buildings, with the tallest (up to 14 stories) located in the interior of the property to take advantage of water views. The project also includes 1.08 acres of civic and open space, exceeding the minimum requirement, with the potential for a park, plaza, courtyard, or playground.

Council Approves Village Place Master Site Plan
With a 5–0 vote at the April 10, 2025 Council meeting, the Village took a big step forward in shaping a vibrant and connected future for North Palm Beach. While there have been many conversations along the way, this approval reflects a shared vision of creating a more walkable, welcoming space with enhanced opportunities for gathering, shopping, and dining.
The Council approved the proposed general layout, but not building height, size, design, or the number of residential units allowed per acre (density).
Any future proposals for specific building details will be approved at future meetings.
