Outdoor Sports & Recreation Fees Framework
Overview
We’re developing a new, consistent approach to setting fees for outdoor sport and recreation spaces — focused on equity, transparency and long-term sustainability.
This work is part of a larger, multi-phase project being developed collaboratively by North Vancouver Recreation and Culture (NVRC), the City of North Vancouver and the District of North Vancouver. While the current phase is focused on establishing a fees framework, future phases will explore facility allocation policies and sport governance.
About the project
The current phase of this project focuses on creating a clear and equitable framework for fees associated with outdoor sport and recreation spaces to support consistent, structured approach to setting fees that supports equitable access for all community members.
Future phases of the project will:
- Develop guiding principles to effectively direct the allocation of both outdoor and indoor facilities.
- Explore and strengthen relationships among community sport organizations, the Sports Council and governing agencies.
Our long-term goal is to create an equitable and sustainable framework that guides access to our valued sport and recreation spaces, ensuring we continue to provide high-quality facilities, spaces and services for residents in North Vancouver for years to come.
Objectives
The primary objectives of this project are:
- Equitable: Establish a balanced system where fees are fairly distributed among users, and spaces are allocated to optimize usage.
- Adaptable: Develop a model that adjusts fees based on rising costs, ensuring a predictable pricing structure, while also accommodating changing activity demands and preferences.
- Sustainable: Create a funding model to maintain sports and recreation spaces and facilities in optimal condition through regular updates and replacements, while adapting service levels to match usage.
- Accessible: Maximize the use of spaces and facilities to ensure equitable access for all community members.
- Transparent: Ensure that fees are based on sound rationale, are logical and equitable, and can be justifiably explained.

- Reporting back to NVRC Commission & Councils

Project updates
June 2026
Work continues on developing the Outdoor Sports & Recreation Fees Framework, with the project team focused on a few key areas:
- Defining the capital, operating costs and current cost recovery for sport fields and outdoor sport courts.
- Researching comparable regional fees, annual fee increases and cost recovery rates for sport fields.
- Updating the existing Memorandum of Understanding to retain the current sport field fee structure until the end of 2027.
The team is also incorporating feedback from community sport organizations. This includes giving groups sufficient lead time to plan for and integrate any future fee changes into their program schedules and fee structures.
