PORTLAND, MAINE — The City of Portland Department of Public Works is providing an update regarding the Congress Square Intersection Improvements project (WIN 24293.00). To ensure the successful completion of critical infrastructure upgrades, the project timeline has been revised, with a new substantial completion date of August 31, 2026.
Project Challenges and Resolution During conduit installation across High Street and Congress Street, the contractor encountered an unidentified concrete duct bank. Work was temporarily paused to allow the project team to assess the site, coordinate with utility providers and MDOT, and finalize a design solution. The design conflict has been resolved, and conduit installation across Congress Street and High Street has resumed.

Current Progress and Next Steps The construction team is actively continuing work to deliver the planned improvements, which include signal infrastructure, ADA-compliant sidewalk upgrades, and lighting installations.
