American Rescue Plan Act
Under the United States American Rescue Plan Act (ARPA) of 2021, the City of Portland is issued $46,290,625 in recovery funds to replace lost revenues and respond to the COVID-19 pandemic. The payment is split into two tranches, with the first payment of $23,145,326 received in May 2021 and the second payment of an equal amount arrived in May 2022.
SECOND TRANCHE OF AMERICAN RESCUE PLAN FUNDS ALLOCATED
The City Council voted on November 21, 2022 to approve the allocation of the second tranche of funding. A list of all projects and supplemental matericals can be found HERE.
- June 23 (5PM): City Council Finance Committee to formally discussed the timeline for allocation of the second tranche of ARPA funding.
- July - August 2022: Public participatory process to take place.
- Early July 2022: Release of funding pre-application.
- August 2022: Full applications sent to all eligible applicants.
- September 2022: Staff review of applications and funding recommendations.

- Finance Committee meeting: October 13, 2022, 5:00pm. ARPA funding recommendations presented to committee
- Finance Commitee meeting: October 20, 2022, 5:00pm. Public hearing and vote on second tranche funding recommendations
- City Council Meeting: November 14th, 2022. City Council first read on funding recommendations
- City Council Meeting: November 21th, 2022. City Council second read, public hearing and vote on funding recommendations.
FIRST TRANCHE OF AMERICAN RESCUE PLAN FUNDS ALLOCATED
The City Council voted on November 1, 2021 to approve the allocation of the first tranche of funding. A list of all projects and supplemental materials can be found HERE.
ARPA funds must be obligated no later than December 31, 2024. Funds must be spent no later than December 31, 2026.
Statutory Eligible Uses:
- To respond to the COVID-19 public health emergency or its negative economic impacts;
- To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to such eligible workers of the recipient, or by providing grants to eligible employers that have eligible workers who performed essential work;
- For the provision of government services, to the extent of the reduction in revenue of such recipient due to the COVID–19 public health emergency, relative to revenues collected in the most recent full fiscal year of the recipient prior to the emergency; and
- To make necessary investments in water, sewer, or broadband infrastructure
Funds can generally not be used for:
- Depositing extraordinary funds into a pension account
- Certain non-federal matches
- Debt Service
- Legal Settlements
- Rainy Day Funds
- Infrastructure outside of water/sewer/broadband, or revenue loss to infrastructure projects
- General economic development or workforce development unless related to the pandemic

The Committee continued their discussion of project funding recommendations for the first tranche of American Rescue Plan funding based on priorities identified by the Community, Council and City staff.
