Sewer Main Relining 2025

In 2022, Council adopted the Sanitary Sewer Capacity Strategy, addressing both the increase in the treatment plant’s rated capacity and improvements to the performance and efficiency of the wastewater system.

In 2024, the Town received approval from the Ministry of Environment, Conservation and Parks (MECP) to increase the plant’s rated capacity by 10%, from 2,727 m³/day to 3,000 m³/day.

As part of this strategy, staff also initiated a relining program to resolve extraneous flows and repair the structural integrity of the collection system. Early results from the relining project show reductions in inflow and infiltration (I&I) and improvements in system performance. Staff are actively collecting data, with initial findings confirming these reductions. However, because I&I levels fluctuate throughout the year, staff will continue monitoring and present a detailed report to Council once more comprehensive data is available.

Once sufficient data has been gathered, staff will be able to present a thorough analysis to Council, demonstrating whether the improvements achieved through the relining program can provide the necessary capacity for future growth. This analysis will guide the decision on whether an expansion of the Sewer Treatment Plant is required, or if ongoing maintenance and relining efforts will continue to meet the Town’s wastewater treatment needs.

Given these positive early results, staff recommend continuing the multi-year relining plan in 2025 to further enhance the system’s capacity and efficiency.
