The Rural Municipality of Springfield is committed to securing and providing a sustainable wastewater treatment system for the entire Municipality and is currently in the planning and early design stages for the implementation of the new Regional Wastewater Treatment Facility Upgrades and Expansion Project. This endeavor seeks to secure our community's future wastewater treatment needs, while integrating cutting-edge technology and sustainable practices, thereby fostering a healthy and safe environment for all residents, businesses and property owners.
Addressing Growing Needs
Through the Regional Wastewater Treatment Facility, the RM of Springfield Water and Waste Department has remained committed to ensuring safe and reliable wastewater resources for its residents, businesses and property owners. As our community continues to thrive, our existing Regional Wastewater Treatment Facility is fast approaching its 20-year design’s operational capacity. This constraint will become an impediment to progress, hindering the development of new rural and urban housing projects, local businesses, and public amenities.

- Expanded Public and Private Enterprise Offerings: The new Regional Wastewater Treatment Upgrades and Expansion Project opens doors to exciting opportunities, including the provision of essential services to upcoming senior complexes in Oakbank and Dugald, the Recreation Centre in Oakbank, rural subdivisions in the West Pine Ridge and east of Anola and the commercial and industrial business parks surrounding the east side of the City of Winnipeg.
- Capacity for Development: Anola, Dugald and Oakbank continue to be enviable communities where young couples and new families aim to settle down and grow their roots. The need for new and affordable housing has developers planning new residential subdivisions in all three communities for the foreseeable future. In accordance with Municipal By-laws, these subdivisions require municipal sewer and to be connected to the Regional Wastewater Facility. Planned and organized community growth cannot continue without the Regional Wastewater Treatment Facility Upgrades and Expansion Project.

A synergistic blend of funding sources is supporting the Regional Wastewater Treatment Facility Upgrades and Expansion Project including applications for federal and provincial grants, Utility Reserves, Capital Wastewater Levies, and public funds.
Project History (2021 – Present)
The Municipality operates an eleven (11) cell facultative wastewater treatment lagoon under Environmental Act Licence No. 2910 R dated May 31, 2021. The facility is located in the East ½ of SEC 11 TWP 11 RGE 5E. The facility consists of three (3) Primary Cells and eight (8) Secondary Cells that service the communities of Oakbank, Dugald and Anola with piped wastewater service. The facility receives truck hauled wastewater (holding tank and septage) from the remaining residential, agricultural, and commercial / industrial properties located within the Municipality.
The most recent expansion to the facility occurred in 2021 with the addition and construction of the three (3) Secondary Cells located on the portion of land designated SE 11-11-5E1, bringing the site up to its 20-year design capacity footprint.
The Rural Municipality of Springfield is experiencing continued residential and commercial growth of its population to the point that the current facility is reaching its maximum organic and hydraulic loading capacities to a point that future population growth cannot occur without additional wastewater treatment capacity. As part of the Rural Municipality of Springfield Wastewater Treatment Master Plan, the next step of expansion is the introduction of an aerated treatment process with the potential for continuous (year-round) discharge to the Cooks Creek Diversion in order to increase capacity while maintaining the current footprint.
Following a competitive Request for Proposal process, the Municipality engaged J.R. Cousin Consultants Ltd. as the engineering design consultant to advance the project into technical review, system treatment options and further along into conceptual, preliminary and detailed design.
