Riverland Road and Star Trail Parking Improvement Project

Holt Construction will begin work in mid-April 2026 on pedestrian improvements on a section of Riverland Road and the Star Trail parking lot. The project is funded through the Regional Surface Transportation Program, the High Infrastructure Program and a local city match.

What’s changing

A portion of Riverland Road will be closed to through traffic for the duration of construction. Drivers should follow the signed detour using Ninth Street, Jamison Road and 13th Street. The Star Trail parking lot will remain closed through project construction.

What we’re building

This project includes:

• Reconstruction of the Star Trail parking area, including new paving and enhanced lighting
• Paving the access road into the parking area
• New sidewalk and a pedestrian connection from the Garden City Greenway to the Star Trail
• A large-scale drainage system in Riverland Road
• Water quality improvements
