Virginia’s first in-river park is about to start construction on the Roanoke River! This project resulted from over a decade of advocacy and analysis supported by Roanoke’s outdoor community. Roanoke Outside conducted a feasibility study for an in-river whitewater park and released the results in December 2015. The study assessed multiple site options in the Roanoke Valley, and this work informed the City’s selection of the final project site. The design of the In-River Park has grown to include access points and whitewater features stretching from under Memorial Bridge downstream through Vic Thomas and Wasena Parks to the first Wiley Drive low-water bridge.

The final design was developed over two years of engagement and collaboration with residents, stakeholders, and regulatory agencies. Local paddlers prioritized a design that accommodated consistent use at typical Roanoke River flows for frequent after-work laps. The paddling community was also eager to see a diversity of features for training, both for more experienced boaters’ skill-building and for teaching those new to whitewater sports. Plans include waves, calm eddies, and more; this variety of features will create opportunities for surfing, eddy hopping, and slalom-style attainment maneuvers while remaining welcoming and approachable for tubers and stand-up paddleboarders.

In-River parks have the potential to be more than just playgrounds for paddle sports enthusiasts. This project is designed to be a vital community hub and offer prime destinations for outdoor-recreation-based tourism. More broadly, other river users are excited to see new ADA access points, a wading area for families, and seating areas on the stone terraces for viewing river activity.

Another key element of the project is connectivity to the Roanoke River Greenway, an important pedestrian link across the City into neighboring localities. This linkage encourages easy access for those without a vehicle, and supports the City’s goal to make the region’s wonderful outdoor recreation assets more accessible close to home. The project is also positioned minutes from downtown and adjacent to vibrant neighborhood center businesses in Wasena, Grandin Village, and the West End. This central location will support the region’s outdoor economy growth through the recreation, retail, hospitality, and culinary sectors that will host visitors from throughout the region.
