Pinedene Design Guide Approved
The Southern Pines Town Council approved the “Pinedene” Design Guide (an appendix to the 2040 Comprehensive Plan) at their business meeting on November 12, 2024.
[The Pinedene Design Guide]https://www.southernpines.net/DocumentCenter/View/11375/2040-Comprehenisve-Plan-Appendix-A---Pinedene-Design-Guide) serves as a detailed reference to the Comprehensive Plan vision for Pinedene (when certain development proposals arise). This will not come into play for development applications that are “by-right” uses and fully conform to UDO regulations. However, planning staff will reference this guide when a developer presents an application, like a Conditional Zoning or a Planned Development, that balances development feasibility with the Comprehensive Plan vision.
The area was given the moniker Pinedene by early Town leaders and is referenced in a 1926 map outlining parcels.
An example for employing the design guide.
John Doe aims to redevelop parcel X in Pinedene. Parcel X was built in the 1970s and has a long list of UDO nonconformities. He then finds UDO requirements like 80% brick facades, setbacks, height restrictions, and parking make his plan financially infeasible to bring to compliance.
John then decides to submit, after referencing the design guide, a Conditional Zoning application that asks for:
• Alternate building materials
• Reduced highway setbacks
• 5-story height
After reading the design guide, John understands the vision. He incorporates into parcel X:
• A well designed public realm / green space
• Pedestrian connectivity
• Vertical mixed-use building(s) (with a commercial / retail ground floor and apartment upper floor)
