Help Shape Scottsdale’s 2026 Annual Action Plan
The City of Scottsdale is developing its Annual Action Plan, which outlines how federal funds will be used to support low- and moderate-income individuals and families in our community. Scottsdale’s Housing and Community Assistance team is seeking public input to help guide this plan.
This year, the City will allocate approximately $1.1 million in Community Development Block Grant (CDBG) funds and $290,000 in HOME Investment Partnership funds—two federal programs designed to assist low-income households and strengthen local communities. The Annual Action Plan also supports the goals established in the 2025-2030 Consolidated Action Plan, adopted by the City Council.
We need your input
The Annual Action plan is a summary of actions and activities that address Human Services needs in Scottsdale with Federal resources. The three priority goals are affordable housing, public facilities and infrastructure and public services. This Annual Action Plan helps the City of Scottsdale to meet required goals outlined in the 2025-2030 Consolidated Action Plan
The activities chosen in the Annual Action Plan are a culmination of input from non-profit stakeholders, CDBG and Human Services staff, the Human Services Advisory Commission and your feedback through Speak Up Scottsdale. We are asking you for your feedback on the developed plan that will be presented to the Mayor and Council on Tuesday April 28, 2026 which will summarize your comments and results from the previous polls showing a need for immediate solutions, funding non-profit agencies, emergency home repairs, improvements to City buildings and facilities and tenant based rental assistance to seniors and homeless as the top choices. Any additional input received on the draft of this plan is encouraged and will be summarized to the City Council and Housing and Urban Development.

Background
The 2026-2027 Action Plan is a component of the overall Consolidated Plan 2025-2029 (CONPlan). The CONPlan is designed to help states and local jurisdictions assess their affordable housing and community development needs, market conditions – while making data-driven, place-based investment decisions. It outlines the city’s strategic vision for using federal funds to address housing, community developmentand economic needs, with a focus on benefiting low and moderate-income residents.
The ConPlan lays out the priority needs and goals of the department for a five-year period and is accompanied by annual action plans which help Scottsdale direct funding to meet those goals. It encompasses affordable housing, public facilities and infrastructure and public services and if funded by the annual allocation of CDBG and HOME funds.
