Comprehensive Land Use Plan

The St. George 2050 Comprehensive Plan is the City's first long-range vision for the future. Developed through extensive community engagement, the plan establishes a framework for guiding growth, investment, and decision-making over the next 25 years.

A comprehensive plan is more than a planning document, it's a community-driven roadmap. It reflects the values, priorities, and aspirations of the people who live, work, and invest in St. George. The Plan will guide decisions related to land use, transportation, housing, economic development, parks, infrastructure, environmental stewardship, and public services, helping ensure that future growth strengthens the community while preserving the qualities that make St. George unique.

The Comprehensive Plan is built around a community vision that emerged from public workshops, stakeholder meetings, surveys, and advisory committee discussions. Together, residents envisioned St. George as:

To achieve this vision, the Comprehensive Plan is organized around five community goals:

1. Community Character
   Preserve the unique identity of St. George while creating vibrant places that foster community pride and enhance quality of life.
2. Connected Community
   Develop a safe, efficient, and connected transportation network that improves mobility for residents, businesses, and visitors.
3. Thriving Economy
   Support economic prosperity by attracting investment, expanding employment opportunities, and strengthening local businesses.
4. Healthy Community
   Promote healthy neighborhoods through quality housing, parks, recreation, public services, and access to community amenities.
5. Natural Environment
   Protect and enhance St. George's natural resources while encouraging responsible growth and environmental stewardship.

These goals serve as the foundation for the Plan's recommendations and will guide future policies, capital investments, development decisions, and implementation efforts.

Rather than focusing on individual projects or short-term issues, a comprehensive plan looks ahead 20 to 25 years to identify priorities, opportunities, and strategies that will help shape responsible growth and development. It provides a framework for future decision-making by City leadership, the Planning & Zoning Commission, City staff, developers, and community partners.
