Thrive Downtown

Help the City of Stockton create a socially vibrant and economically successful Downtown.

The Thrive Downtown plan (Plan) will develop a comprehensive vision for the future of Downtown Stockton that promotes infill housing and economic opportunity and activates Downtown buildings and public spaces.

Key Plan Efforts Include:

• Analyzing existing conditions in the Downtown Study Area;
• Establishing a comprehensive vision for Downtown revitalization;
• Facilitating infill housing production;
• Studying specific sites for development and adaptive reuse potential;
• Improving connectivity, mobility, and the public realm;
• Activating key Downtown assets;
• Promoting sustainability and climate alignment;
• Streamlining implementation and environmental review;
• Exploring potential finance mechanisms including Tax Increment Financing;
• Developing a vision and design concept for governance and partnership strategies to achieve it.

What is Infill Housing? Infill housing aims to "fill in the gap" in existing neighborhoods. Infill housing expands opportunities within existing neighborhoods and helps to reduce environmental impacts and vehicle miles traveled (VMT) by keeping people and jobs in close proximity. With Thrive Downtown, we will identify underutilized or vacant properties, and advance strategies to encourage mixed-use and mixed-income development.

Thrive Downtown will also explore opportunities to activate public assets including historic City Hall, Memorial Civic Auditorium, and the recently purchased former Wells Fargo building, as well as the creation of an Entertainment District.

What is Adaptive Reuse? Adaptive reuse aims to understand the conditions of an existing building and repurpose it for a new use while keeping much of the original structure. Instead of demolition, adaptive reuse allows for opportunities to maintain historic resources and institutions while adapting to modern uses and changing demand.

What is Tax Increment Financing (TIF)? Tax Increment Financing is a public financing method used by local governments to fund redevelopment or infrastructure projects without raising existing taxes. Instead, the City uses future increases in property tax revenue generated by the development itself. The tax revenue would never be captured "but for" the redevelopment taking place.

Thrive Downtown Study & Focus Area

The Study Area of the Thrive Downtown plan is bounded by Airport Way on the east, Interstate 5 and San Jose Street on the West, Park Street on the north, and the BNSF line on the South. The Focus Area, which will have a more detailed analysis, includes McLeod Lake, Weber Avenue from Mormon Slough to American Street, and various institutional, civic, and entertainment destinations such as the Banner Island Ballpark, Weber Point Event Center, Adventist Health Area, Hotel Stockton, Regal Stockton City Center, and the Superior Court of California.
