Banstead 30mph and 20mph proposals
In February 2022 the way in which local highway funding was allocated changed, with a budget of £120,000 being directly allocated to County Councillors to spend on resurfacing roads and pavements of their choice. Also, County Councillors could choose to use up to £40,000 of their £120,000 on new small improvement schemes such as the installation of lower speed limits.
There have been several concerns raised by residents, supported by the County Councillor, regarding vehicle speeds and road safety in these roads. Faster traffic increases the risk and severity of any collision and also makes walking and wheeling less safe and less pleasant. As a result, several speed surveys were carried out in Winkworth Road, Croydon Lane and Longcroft Avenue, to see if the speed limits on these roads could be reduced.
The results of these surveys indicate that average mean speeds on the A2022 Winkworth Road and A2022 Croydon Lane, comply with Surrey County Council’s Setting Local Speed Limits Policy to reduce the existing 40mph to 30mph, using signs alone. Whilst the results of the survey carried out on Longcroft Avenue indicates that average mean speeds on this road comply with Surrey County Council’s Speed Limit Policy to reduce the existing 30mph to 20mph, using signs alone.
Unfortunately, there is no average mean speed data for Fiddicroft Avenue, however this road is of similar nature to Longcroft Avenue and therefore average mean speeds are expected to be similar to those recorded on Longcroft Avenue.
Following the results of these speed surveys, Surrey County Council is proposing to reduce the speed limits on the following roads;
• A2022 Bolters Lane (from its junction with A217 Brighton Road to its junction with B2219 Bolters Lane) – from 40mph to 30mph.
• A2022 Winkworth Road (from its junction with B2219 Bolters Lane to a point 7.93m east of its junction with D1068 Salisbury Road) – from 40mph to 30mph.
• A2022 Croydon Lane (from a point 17.4m north-east of its junction with D1070 Longcroft Avenue to the County boundary, which is the eastern most edge of X9417 Keystone Close) – from 40mph to 30mph.
• D1070 Longcroft Avenue, it’s entire length – from 30mph to 20mph.
• D1070 Fiddicroft Avenue, it’s entire length – from 30mph to 20mph.
The above proposals will be advertised in the local press (The Surrey Advertiser). County and Borough Councillors, Emergency Services, the Residents Association and other relevant stakeholders will be consulted.
This survey opens on 27th August 2026 and closes 24th September 2026
