
Coopers Hill Road, South Nutfield and Prince of Wales Road, Outwood - Speed Limit Reduction Proposals
Statutory Notice: Traffic Regulation Order (TRO)
This is the formal legal stage of the process and involves publishing a Traffic Regulation Order (TRO) Notice, during which objections or representations may be made.
Surrey County Council are proposing to reduce the speed limit from 50mph to 40mph on C67 Coopers Hill Road, South Nutfield and C67 Prince of Wales Road, Outwood, between south of Henshaw Farm and north of Brickfield Road.
Proposal
The proposal aims to improve road safety and reduce the likelihood and severity of collisions by lowering vehicle speeds along this route. There have been two fatal collisions on the bends within the mid section of Coopers Hill Road, occurring in 2017 and 2024. In addition, a number of serious and slight injury collisions have been recorded along the wider extent of the route over a prolonged period. The scheme also seeks to improve speed limit consistency along the route by removing the existing 50mph section, thereby creating a longer and more uniform 40mph speed limit.
Pedestrian crossing activities are also known to occur throughout Coopers Hill Road and Prince of Wales Road, near the Rights of Way Routes 305, 352 and 475, which are accessed off the main roads.
Evidence consistently shows that lower vehicle speeds reduce both the risk of collisions and the severity of injuries when collisions occur. It is therefore anticipated that reducing the speed limit from 50mph to 40mph will help to improve road safety and create a safer environment for all road users.
Alongside the proposed speed limit reduction, we plan to enhance and improve all road signs along the route, including junction warning signs at Moats Lane, Brickfield Road and Green Lane. Bend and chevron warning signs and 40mph repeater signs are proposed on Coopers Hill Road and Prince of Wales Road to better highlight hazards and remind drivers of the speed limit. The proposals are intended to improve road safety and to reduce collisions and vehicle speeds along the stretch, and particularly on the bends in the mid-section of Coopers Hill Road where previous fatal collisions have occurred.
Speed surveys have been conducted, which shows the data complies with SCC’s Speed Limit Policy to reduce the speed limit from 50mph to 40mph.
The above proposal will be advertised in the local press and on our website. The County Councillor and Cabinet Member for Highways, Nutfield Parish Council, Outwood Parish Council and Surrey Police have been consulted as part of the process. We welcome comments from local residents, business owners and road users to have their say on our proposals.
