
Hickley Corner, Farnham - Proposed 40mph Speed Limit
Proposal
A speed reduction scheme on the central section of the A31 Farnham By-pass, as described below and shown in the TRO plan.
It is proposed to make permanent, the current temporary 40mph speed limit in place on the central section of the northeast bound A31 Farnham By-pass. Also, to implement a complementary reduced 40mph speed limit for the central extent of the southwest bound A31 Farnham By-pass carriageway, down from its current 50mph limit.
The scheme will address vehicle speeds by introducing a more co-ordinated and consistent speed limit throughout the central section of A31 Farnham By-pass and with the speed limits of intersecting roads.
The approaches on the A31 Farnham By-pass to the pedestrian-controlled crossings over B3001 Station Hill and over the A31, between Station Hill and B3001 South Street, will be reduced to 40mph.
South Street is subject to an existing 20mph speed limit, Station Hill a 30mph limit. The A31 By-pass beyond the proposed central area will remain at its existing 50mph speed limits.
Analysis of speed survey data has confirmed the existing mean road speeds within the central extent of the A31 Farnham By-pass are compliant with Surrey County Council’s policy for a ‘sign only’ implementation of the proposed 40mph speed limit reduction.
The most recent 36 months of police recorded data of ‘collisions involving personal injury’ (to 27/8/2026) from within the extent of the proposed speed reduction, records 12 collisions. These 12 collisions resulted in 1 fatality, 3 serious injury and 13 slight injuries. The fatality, 2 serious injuries and 1 of the slight injuries involved pedestrian crossing activity in the vicinity of the A31 and its junctions with the B3001 South Street / Station Hill, i.e. the link between town and the rail station
The Road Safety Engineering team are also aware of a petition by local residents asking for action to be taken in light of the fatality and recent collisions.
The proposal is supported by the local member and Surrey Police.
