Yellow Box Junction - A2022 Fir Tree Road junction of Banstead Road
Introduction
The Department for Transport (DfT) allows local authorities outside of London to carry out moving traffic enforcement under Part 6 of the Traffic Management Act 2004.
Surrey County Council intends to carry out camera enforcement of the yellow box junction on the A2022 Fir Tree Road at the junction of Banstead Road. This public consultation seeks views from residents, road users and local businesses.
Enforcement will help reduce junction blocking, improve traffic flow and journey reliability, and support environmental benefits by reducing vehicle idling.
Background and legislation
In 2022, the Department for Transport designated Surrey as a civil enforcement area for moving traffic contraventions. This allows the use of camera enforcement to improve safety, reduce congestion and keep traffic moving.
What are moving traffic restrictions and how are they enforced?
Moving traffic restrictions are shown by traffic signs and road markings. Contraventions include stopping in yellow box junctions, making banned turns, driving the wrong way down one-way streets and driving in mandatory cycle lanes.
At this location, an ANPR camera and Civil Enforcement Officers would monitor compliance. Vehicles stopping within the yellow box junction may be issued with a Penalty Charge Notice (PCN) by post.
Why we want to enforce yellow box junction restrictions in Surrey
Traffic enforcement cameras support Surrey’s transport objectives by reducing congestion, improving journey times, maintaining access for buses and emergency vehicles, and improving conditions for pedestrians and cyclists.

Why this location was selected
This junction experiences regular congestion, particularly during peak periods. Vehicles frequently enter the yellow box without sufficient space to exit, causing blocking and wider delays.
What this means for you
No new restrictions are being introduced. Drivers who comply with the yellow box junction will not be affected.
In line with DfT guidance, warning notices will be issued for first-time contraventions for six months following installation. After this period, a PCN of £70 (£35 if paid early) may be issued.
