Statutory Notice: Traffic Regulation Order (TRO)
This is the formal legal stage of the process and involves publishing a Traffic Regulation Order (TRO) Notice, during which objections or representations may be made.
Proposal
As part of the Countywide ITS schemes for 2025/26 financial year, Surrey County Council is proposing to reduce the speed limit to 20mph using signs only on the following roads in Dorking:
•A2003 Station Road (from its junction with A2003 Chalkpit Lane to A25 West Street)
•A2003 Chalkpit Lane (from its junction with A2003 Station Road to D2854 Parkway)
•D2854 Parkway (whole road)
•D2868 Curtis Road (whole road)
•D2814 Myrtle Road (whole road)
•D2814 Church Street (whole road)
•D2814 Meadowbrook Road (whole road)
•D2814 Chapel Court (whole road)
•D2814 North Street (whole road)
•D2846 Mill Lane (whole road)
•D2846 Church Gardens (whole road)
•D2838 Ansell Road (whole road)
•D2833 Hart Road (whole road)
•D2833 Hart Gardens (whole road)
•D2867 Wathen Road (whole road)
•D2838 Rothes Road (whole road)
•C253 London Road (whole road)
•D7451 Pippbrook Gardens (whole road)
•D2821 Fairfield Drive (whole road)
There have been several concerns raised by residents and Local Members that vehicles are speeding in Dorking. Several speed surveys were carried out and found that the speed limit in those roads can be reduced to 20mph.
A reduction in the speed limit to 20mph on those roads comply with Surrey County Council’s Setting Local Speed Limits Policy.
Guidance from the Department for Transport emphasises that research into signed alone reductions in speed limits does lead to small reductions in traffic speeds. Therefore, signed speed limit reductions are most appropriate where measured traffic speeds are close to the proposed speed limits. Research has shown that if average speeds fall by 1mph then the collision rate will fall by approximately 5%.
The above proposal will be advertised in the local press (The Surrey Mirror). County and Borough Councillors, Parish Council and relevant stakeholders will be consulted.
This survey opens on 13 August 2026 and closes 10 September 2026
