Adults Wellbeing and Health Partnerships Short Breaks Policy Consultation

Thank you for your interest in our draft Adults, Wellbeing and Health Partnership (AWHP) Short Breaks Policy for adults with eligible care and support needs and their carers and families. Short breaks are also known as respite care. We will refer simply to the ‘policy’ from this point on.

This draft policy:

  • presents Surrey County Council’s statutory duties under the Care Act 2014 to meet assessed eligible need, and
  • acknowledges the importance of carers having regular breaks from their caring responsibilities

The policy outlines how short breaks will be offered, the eligibility criteria, and the types of support available.

It aims to ensure that services are fair, transparent, and tailored individual needs, while making best use of available resources. For the purposes of the policy, a carer is an unpaid person, usually a family member, who provides care and support to an adult aged 18 or over. This care is given within the home to someone who cannot manage their daily living skills without assistance.
