Statutory Notice: Traffic Regulation Order (TRO)
This is the formal legal stage of the process and involves publishing a Traffic Regulation Order (TRO) Notice, during which objections or representations may be made.
Proposal
Following a Road Safety Outside Schools Assessment, the proposed road safety measures have been recommended to improve the overall safety for children and families crossing Oatlands Avenue to access Cleves School, Weybridge
• Removal of existing layby to widen the footway
• Removal of existing Zebra Crossing facility
• New Raised Zebra Crossing ( New Location)
• New Speed Cushions
It is proposed to provide a new zebra-controlled pedestrian crossing on a road table along D3868 Oatlands Avenue, Weybridge. The existing zebra crossing will be removed, as will the existing layby to create a wider footway.
The scheme has been progressed to provide alternative and healthier options to cars for local travel especially to local schools. The proposed zebra controlled pedestrian crossing on a road table will upgrade the existing pedestrian facilities and improve the safety of crossing Oatlands Avenue. The road table will decrease traffic speeds and enhance pedestrian safety, especially for children and families accessing Cleves School.
Proposed Zebra Controlled Pedestrian Crossing
The width of the crossing is 4m and the width of the carriageway is 7.7m. The centre of the proposed controlled crossing to be installed 20m north-west from the northern kerb line of Beechwood Avenue.
No parking for the width of the crossing and Zig Zags measuring 30.5m north-west and 22.0m south-east from the centre of the crossing.

Reasoning
This scheme aims to create a safer, healthier and more attractive street outside Cleves Primary School, improving facilities for walking, wheeling and cycling as part of the school journey. The benefits include:
• Creating a more attractive environment outside a school gate for pupils and families
• Increasing the comfort, safety and accessibility of walking, wheeling and cycling infrastructure
Reduce the dominance of motor vehicles resulting in healthier streets with improved safety, reduced emission, better air quality and less noise pollution
The new location proposed for a raised Zebra Crossing will upgrade the pedestrian facilities and improve the safety of crossing Oatlands Avenue, at the desired location for children and families to cross Oatlands Avenue while accessing the school.
The raised road table will decrease traffic speeds and enhance pedestrian safety.
The above proposal will be advertised in the local press (The Surrey Advertiser). County and Borough Councillors, Parish Council and the Police will be consulted.
