Bellfields and Stoughton

Thank you to everyone who took the time to share their views on the proposed 20mph scheme on residential roads around Bellfields and Stoughton, Guildford. We greatly appreciate your involvement and the feedback provided.

Following a detailed review of all comments received during the public engagement period, officers have carefully considered both the support expressed and the concerns raised.

What We Heard

The engagement generated a good level of response and reflected a broad range of views.

  • Supportive comments highlighted the potential for improved safety, particularly for children, pedestrians and cyclists, as well as creating a more appropriate speed environment on residential roads. Respondents also highlighted benefits for walking and cycling and supported a more consistent approach to speed limits across the area.

  • Concerns mainly centred on whether the scheme is necessary given existing vehicle speeds, the perceived effectiveness of a sign-only scheme, and whether funding could be better spent on other highway priorities. Concerns were also raised regarding enforcement, parking issues and the extent of the proposed scheme.

  • A significant number of respondents requested that additional roads be included within the proposed 20mph area, particularly around local schools and neighbouring residential roads. While these requests are recognised, some of the suggested roads may require additional traffic-calming measures to support a 20mph limit and would therefore require further assessment, design work and funding before they could be considered.

No new issues were identified that had not already been taken into account during the scheme's design. As a result, it is recommended that the scheme is progressed as proposed, with no amendments required.

Next Steps

A draft Traffic Regulation Order (TRO) will now be prepared and advertised for statutory consultation. This formal legal process provides a further opportunity for anyone to submit representations before a final decision is made on whether the 20mph scheme will be implemented.

We will share a further update here once the TRO has been formally advertised.
