Surrey County Council is inviting residents, parents, local businesses and everyone who travels through Chilworth Village to share their views on a proposed package of road safety and pedestrian accessibility improvements.

The proposal has been developed to create a safer, more welcoming environment for the whole community, while making it easier and more attractive for children and families to walk, wheel and cycle to Chilworth Infant School and Tillingbourne Junior School.

The scheme includes:

A 20mph zone throughout the village, supported by traffic-calming measures.
A new signal-controlled pedestrian crossing outside Tillingbourne Junior School.
A new raised crossing facility outside Chilworth Infant School.
The removal of the existing lay-by outside Chilworth Infant School to create additional pedestrian space.

Together, these improvements aim to support safer journeys, encourage active travel, and enhance the village environment for residents and visitors alike.

Benefits of the Proposed Improvements:

The proposed 20mph zone and traffic-calming measures would help create a more people-focused street environment by:

Reducing vehicle speeds and giving drivers more time to react to people crossing or unexpected hazards.
Lowering the likelihood of collisions and reducing the severity of any that do occur.
Improving safety for everyone, particularly children, older people and those with disabilities or mobility challenges.
Creating a calmer and more pleasant environment that supports walking, cycling and community activity within the village.

It is worth noting that because we are proposing a 20 mph zone, street lighting is not required for the traffic calming. (If instead a 30 mph speed limit was to be retained, it would be a legal requirement for all the traffic calming features to be illuminated with street lighting).

New Signal-Controlled Crossing Outside Tillingbourne Junior School

The proposed crossing would:

Provide a clearly defined, controlled and accessible place for people to cross the road.
Make journeys to school safer and more convenient for pupils, parents and carers.
Help reduce vehicle speeds in the vicinity of the school.
Encourage more walking, wheeling and cycling for local journeys.
Improve accessibility and confidence for all road users, including those with mobility impairments.

In addition to the crossing itself we are proposing to install limited street lighting on the crossing and on the approaches to compliment the crossing. Adequate illumination of the crossing and the approaches will increase the safety of pedestrians during the hours of darkness.

Removal of existing lay-by - Chilworth Infant School

The removal of the existing lay-by would allow:

Additional pavement space for children, families and carers at the start and end of the school day.
A wider separation between pedestrians and moving vehicles.
Reduced congestion and improved movement around the school entrance.
Fewer potential conflicts between pedestrians and vehicles dropping off or picking up children.

Raised Crossing Facility Outside Chilworth Infant School

The proposed raised crossing would:

Encourage motorists to reduce their speed as they approach the school.
Improve visibility between drivers and pedestrians, helping people crossing the road to be seen more easily.
Provide a more comfortable and accessible crossing experience through a level, step-free design.
Make it easier for wheelchair users, people with mobility impairments, families with pushchairs and young children to cross safely.
Contribute to a more inclusive and child-friendly environment around the school.

Our Vision

These proposals form part of a wider ambition to make Chilworth Village a safer, healthier and more connected place for everyone. By creating streets that are safer and easier to use on foot, by cycle and by vehicle, we can support independent travel for children, strengthen community connections and improve the overall quality of life for residents and visitors.

We welcome your feedback and encourage you to share your views on the proposals.
