Whitehorse Drive and Rosebank, Epsom
Thank you to everyone who took the time to share their views on the proposed 20mph scheme for Whitehorse Drive and Rosebank in Epsom. We greatly appreciate your involvement and the feedback provided.
Following a detailed review of all comments received during the public engagement period, officers have carefully considered both the strong support expressed and the concerns raised.
What We Heard
The engagement findings show clear support for progressing the scheme as proposed:
- Most respondents — including residents living on the affected roads — were strongly supportive of introducing the 20mph limit.
- Concerns mainly centred on the perceived effectiveness of the lower speed limit, whether current speeds were already low, and whether parking issues were a higher priority.
- Overall, no new issues were identified that had not already been taken into account during the scheme’s design.

Next Steps
A draft Traffic Regulation Order (TRO) will now be prepared and advertised for statutory consultation. This formal legal process provides a further opportunity for anyone to submit representations before a final decision is made on whether the 20mph scheme will be implemented.
We will share a further update here once the TRO has been formally advertised.
