Engagement results

Thank you to everyone who took part in our engagement on proposals to improve the northern end of Frimley High Street.

The engagement ran from 27 May to 30 June 2026 and invited residents, businesses and visitors to share their views on a range of proposed improvements designed to make the High Street a more attractive, welcoming and people-friendly place.

The proposals included:

  • Introducing more greenery through planting or planters
  • New and upgraded seating
  • Play features such as painted hopscotch
  • Removal of guardrails (subject to a Road Safety Audit)
  • A proposed 20mph speed limit area
  • A community-designed welcome sign for Frimley

Feedback was gathered through the Commonplace website, paper surveys, email responses and two public drop-in events attended by approximately 300 people. A total of 412 survey responses were received, alongside 18 email submissions.

What we heard

Overall support for the proposals

When asked whether they supported the proposed High Street improvements:

  • 57.3% were happy or satisfied
  • 19.4% were neutral
  • 23.4% were dissatisfied or unhappy

Overall, respondents were supportive of the proposals and recognised the potential to improve the appearance and atmosphere of Frimley High Street.

Greenery and public realm improvements

Respondents showed strong support for introducing new planting and greenery:

  • 61.6% preferred in-ground planting
  • 23.1% preferred planters
  • 15.3% preferred neither option

Many people felt that additional greenery would help create a more attractive and welcoming environment, improve the look of the High Street and contribute positively to the town centre experience.

20mph speed limit proposal

Views on the proposed 20mph area were more mixed, although a majority supported the change:

  • 57.6% supported a 20mph speed limit
  • 42.4% preferred to retain the existing 30mph limit

Supporters felt the change could improve pedestrian safety and create a calmer town centre environment. Others questioned whether it was necessary, noting that congestion already limits vehicle speeds along parts of the route.

Community welcome sign

The proposal for a community-designed welcome sign received positive feedback:

  • 63% were happy or satisfied
  • 20.7% were neutral
  • 16% were dissatisfied or unhappy

Many respondents welcomed the idea of creating a distinctive feature that reflects Frimley's identity and encourages community involvement in its design.

Conclusion and next steps

Across the responses, several common themes emerged:

What people supported

  • More greenery and planting
  • Improved seating and public spaces
  • Making the High Street more attractive and welcoming
  • Creating a stronger sense of local identity
  • Encouraging people to spend more time in the town centre

Concerns raised

  • Traffic management and congestion remain important issues for many respondents
  • Some felt the proposals were mainly cosmetic and should form part of wider town centre improvements
  • Questions were raised about maintenance and ongoing upkeep
  • Some respondents wanted greater focus on parking, retail offer and longer-term regeneration opportunities
  • Graffiti and litter concerns

Despite these concerns, many responses acknowledged that the proposals represent a positive first step towards improving Frimley High Street.

What happens next?

The engagement has provided valuable feedback on the proposed improvements and highlighted strong support for measures that make Frimley High Street greener, more attractive and more welcoming for residents, visitors and businesses.

The project team will now review the feedback received and use it to help refine the proposals before progressing to the next stage of  detail design and delivery.

One element of the scheme, the proposed 20mph speed limit, would be subject to a separate Traffic Regulation Order (TRO) consultation before it could be introduced.

A Traffic Regulation Order (TRO) is the legal process used by local authorities to introduce changes to the highway network, such as speed limits, parking restrictions, waiting restrictions and other traffic management measures. As part of this process, the proposed 20mph speed limit would be formally advertised, and residents, businesses and other interested parties would have an opportunity to review the proposal and submit comments or objections during a statutory consultation period.

All representations received during the TRO consultation would be carefully considered before any decision is made on whether to proceed with the proposed 20mph speed limit. This means that support expressed through the current engagement does not automatically result in the introduction of a 20mph limit, but helps inform whether the proposal should progress to the formal consultation stage.

Thank you again to everyone who took the time to share their views and help shape the future of Frimley High Street.
