Surrey Minerals and Waste Local Plan

An extension to the timetable for the preparation of the Minerals and Waste Local Plan (MWLP) has been approved by Surrey County Council’s Cabinet Member for Highways, Transport and Economic Growth. This update means that the next public consultation for the MWLP (Regulation 18 Preferred Options) will now take place in June 2027.
You can read the full and updated Minerals and Waste Development Scheme on the Surrey County Council website.
The timetable extension is required because Surrey County Council, as the Minerals and Waste Planning Authority (MWPA), needs additional time to prepare the draft MWLP and Preferred Options public consultation, particularly because of the continuing uncertainty around and changes to emerging legislation, national planning policy and the plan-making system in England.
The extension is also necessary due to:
- Challenges in identifying sufficient suitable land for strategic waste management facilities.
- Necessary site and plan-level technical assessments, and the timescales involved.
- A commitment to deliver stakeholder engagement prior to the Reg 18 Preferred Options consultation.
- Other outstanding work to support the preparation of the draft MWLP.
Next steps:
The MWPA will continue preparing the draft MWLP and the Preferred Options public consultation. This will include ongoing engagement with stakeholders.
