Weybourne Road School Safety Scheme

Background

Surrey County Council have developed proposals to improve road safety and pedestrian facilities on Weybourne Road, Farnham.  The scheme has been developed in consultation with local councillors, Surrey Police, William Cobbett Primary School and Farnham Heath End School in response to road safety concerns expressed by the local community in the form of a petition from Bullers Road residents and concerns by both schools, and parents.

The Proposals

The proposals aim to improve road safety and improve accessibility for pedestrians walking, cycling, wheeling, or scooting to both schools.   Encouraging and supporting an increase in these sustainable modes of transport will contribute towards a reduction in car journeys, air pollution and congestion outside the school gates.  The proposals for Weybourne Road are the installation of a raised signalised controlled crossing, traffic calming and a new footway on Monkton Lane to improve accessibility and provide a continuous route for a ‘Park and Stride’ site on Monkton Lane.

Details of these proposals can be reviewed below alongside accompanying plans detailing the measures.

Proposed Signal Controlled Pedestrian Crossing on a Raised Table

A new controlled crossing facility is proposed on Weybourne Road just to the south of Bullers Road. Several locations and types of pedestrian crossing facilities have been carefully considered. A traffic signalised facility is being proposed as the most appropriate facility following a detailed assessment of the existing site constraints and highway layout in the location identified on the accompanying plan to provide a formal crossing point between both schools on Weybourne Road.

Other measures proposed alongside to compliment the crossing;

  • The crossing will be sited on a road table to help reduce vehicle speeds and enhance the pedestrian crossing environment.
  • The crossing will have 'Pedestrian Countdown' timers which show the amount of time left before the red man appears.  This allows pedestrians to decide if they have enough time to cross the road.
  • Traffic calming measures (speed cushions) on both sides of the signal-controlled crossing, to reduce vehicle speeds as they approach the crossing.
  • Park and Stride - A walking/cycling route from Monkton Lane is proposed for parents to park at The Rugby Club or Tootsies car park (free of charge) and walk to William Cobbett School.
  • Bus Stop improvements on Weybourne Road
  • Parking Restrictions along Weybourne Road – Single Yellow Lines and Double Yellow Lines

What is Park and Stride?

For some years, the school, residents, and parents have raised serious concerns regarding the congestion outside William Cobbett Junior School. Weybourne Road carries a lot of traffic, including buses. Parents/carers queue back onto Weybourne Road from the drop off area which creates a dangerous environment for both drivers and pedestrians, as cars and Buses are either forced to drive onto the other side of the road or wait in their cars/buses idling.

Park and Stride simply means driving some of the way to school, parking and walking the rest of the way . Park and Stride is good for families that live a long way from school and can’t walk the whole way or for families who need to go to work straight after the school run.

By parking 10 minutes away and completing the rest of the journey on foot, children can enjoy being active and being able to enter their school safely without congestion and car fumes around the school gates.

There are 2 car parks within a 10-minute walk to William Cobbett School and Farnham Heath End.

  • The Rugby Club, Monkton Lane has kindly agreed to allow parents/carers to park for the drop-off and pick-up times only.
  • Tootsies Nursery Car Park , Monkton Lane
