Engagement Report & Next Steps

Thank you to everyone who took the time to share their views on the proposed 20mph scheme on Banstead High Street and surrounding roads. We greatly appreciate your involvement and the feedback provided.

Following a detailed review of all comments received during the public engagement period, officers have carefully considered both the support expressed and the concerns raised.

What We Heard

The engagement generated a good level of response and reflected a broad range of views.

• Supportive comments highlighted the potential for improved safety for children, pedestrians and cyclists, lower speeds on residential roads, and a more consistent speed environment across Banstead village. Respondents also highlighted benefits for walking and cycling and the potential to create a safer and more pleasant local environment.

• Concerns mainly centred on whether the scheme is necessary given existing traffic conditions and vehicle speeds, the potential for increased delays and congestion, and whether funding could be better spent on other priorities. A number of respondents also felt that key roads had been excluded from the proposed scheme area or that a more targeted approach should be taken around schools and the High Street.

• Requests were also made for additional measures, including pedestrian crossings, junction improvements, parking restrictions and extending 20mph limits to other roads. While these suggestions are recognised, they fall outside the scope of the current proposal and would require separate assessment, funding and prioritisation.

No new issues were identified that had not already been taken into account during the scheme's design. As a result, it is recommended that the scheme is progressed as proposed, with no amendments required.

Next Steps

A draft Traffic Regulation Order (TRO) will now be prepared and advertised for statutory consultation. This formal legal process provides a further opportunity for anyone to submit representations before a final decision is made on whether the 20mph scheme will be implemented.

We will share a further update here once the TRO has been formally advertised.
