About the project
Surrey County Council have received concerns from local residents and the County Councillor regarding road safety along B2032 Outwood Lane, Chipstead. Phase I of the works was competed in 2024 to enhance signing on yellow backing boards between Hazelwood Lane and The Glade.
There is a history of loss of control collisions, potentially connected to speeding vehicles. It is recognised that pedestrian crossing activities also known to occur throughout Outwood Lane and it is particularly difficult for those living in the mid-section where there is limited access points to the western footway, reached via the steps, due to hedges and level differences between the carriageway and footway. The safety of pedestrians, including the most vulnerable, is paramount and emphasising the need for drivers to reduce vehicle speeds in the area will help create a safer environment for everyone. The slower a vehicle is travelling, the less likelihood there is of a serious or fatal injury occurring.
In response, as part of the Phase II works, we are proposing to install four full width road tables and 18 lamp columns between north of Hazelwood Lane and the north of junction with Cleave Prior. The locations of the proposed road tables will not affect residents entering and exiting their private driveways. Street lighting is required to illuminate a route with traffic calming features to that road users can see that they are there at night. We will be using state of the art LED lights, which are much better for the environment, are ‘Dark-Sky’ approved which helps combat light pollution and reduces sky glow and artificial light pollution. To further ensure light is not emitted directly at windows of properties, in the rear of each lantern, the glass will be replaced with a black panel.
The existing uncontrolled crossing to the north of Cleave Prior is proposed to be incorporated within the southernmost road table to aid pedestrian crossing movements.
It is expected that installing road tables will help to improve road safety, as well as improving the environment along Outwood Lane for all road users. If the Phase II traffic calming scheme goes ahead, we may then look at Phase III works to reduce the speed limit to the south from 40mph to 30mph. This would be subject to further public consultation and would be subject to funding.
After the informal engagement has taken place and officers have reviewed the comments, Councillor Luke Bennett will decide on whether to proceed with the formal consultation for the traffic calming scheme in Outwood Lane. Respondents that made comments will be made aware of the decision.
Please take a look at the supporting materials and we look forward to hearing your comments on our proposed traffic calming scheme in B2032 Outwood Lane, Chipstead.
