In the vast majority of cases, films that are publicly exhibited in the Council’s area will have been classified by the British Board of Film Classification (the BBFC). However, in exceptional circumstances, the Council may be asked to determine the classification of a film.

This might happen on occasions where a cinema, distributor or other exhibitor approaches the Council to ask them to provide their own rating for a film. For example:

  • They want to screen a film in the Council's area that has not been certified by the BBFC
  • They don’t agree with the certificate given by the BBFC and want the Council to provide a different rating that supersedes it for that locality

The Council intends to adopt a Film Classification Policy to set out how it will deal with any requests it receives to classify or reclassify films.

The Council is seeking the views of relevant stakeholders and the wider public on the content of the draft Policy. These views will be considered before the Council’s Film Classification Policy is finalised and adopted.
