Federal Aid: Tower Boulevard PID #120287
The City of Lorain is launching a major infrastructure investment along Tower Boulevard, stretching from Oberlin Avenue (east limit) to Leavitt Road/SR 58 (west limit), covering approximately 5,150 feet of roadway. This project is designed to enhance roadway conditions, extend service life, and create a safer and more accessible corridor for all users—drivers, pedestrians, cyclists, and transit riders.
Project Overview
The project features a phased construction strategy that includes the full reconstruction of the outside curb lanes and the rehabilitation of the interior median lanes. This approach is designed to improve ride quality, extend the pavement’s service life, and enhance overall corridor safety while reducing the need for long-term maintenance. In addition to roadway improvements, the project will incorporate accommodations for pedestrians, cyclists, and public transit users, supporting the City’s vision for a more complete, accessible, and inclusive transportation network.

Total Project Cost: $3,862,218.75
Funding Sources: 80% Federal Funding – Provided by NOACA/ODOT, 20% Local Match – Provided by the City of Lorain
This project is made possible through strong inter-agency partnerships with the Northeast Ohio Areawide Coordinating Agency (NOACA) and the Ohio Department of Transportation (ODOT).

Traffic & Safety
To minimize disruption, construction will be phased to maintain local access while reducing impacts on through traffic. Lane closures and detours will be communicated well in advance through official city channels.
