Lorain, Ohio, the ninth-largest community in the state, currently grapples with the absence of a public transit system. Recognizing the importance of addressing this issue and improving the well-being of individuals from all walks of life, the city has embarked on a plan to establish a reliable and secure transit network utilizing community circulator buses.

With approximately 9% of households lacking access to a vehicle and 43% having only one vehicle, many Lorain residents face challenges in accessing crucial destinations like shopping centers, healthcare facilities, and employment opportunities. This predicament is further aggravated by the prevailing development pattern, heavily reliant on private automobiles. This car-centric approach not only imposes a substantial financial burden on Lorain's residents but also contributes to air quality issues and traffic congestion within the city.

In response to these challenges, the city is developing five new fare-free bus routes within Lorain. The primary objective is to create a sustainable public transportation system that achieves the following:
