Washoe County is updating its Citizens Advisory Board (CAB) Bylaws and General Provisions to reflect how CABs operate today and would like your feedback!
About This Update
The current Washoe County Citizens Advisory Board (CAB) bylaws were last updated in 2015. Since then, the CAB program has evolved.
Today, CABs serve a vital role in providing:
- Community forums for sharing timely information about community events and other matters within the CABs’ designated areas
- Opportunities for residents to engage with local issues relevant to Washoe County’s governmental jurisdiction
- A space for public input to inform County decision-making.
The bylaws prescribe the standard operating procedures for the CABs. This revision of the bylaws will align the CABs’ operational procedures with how they function today to support a more consistent and effective program moving forward. The updated bylaws will clarify roles, expectations, and operational processes to support efficient and productive meetings across all CABs.
What’s Included in the Draft Bylaws?
The draft bylaws outline key components of the CAB program, including:
- Purpose and role of CABs within Washoe County, as reflected in Washoe County Code and resolutions
- Member eligibility, terms, and expectations
- Member leaves of absence, resignation, and removal
- Procedures for member appointment and vacancies
- Member orientation & training
- Quorum and voting rules
- Election of officers and the responsibilities of the Chair and Vice-Chair
- Coordination with Washoe County staff
- Open Meeting Law compliance
- Meeting location, schedule, and frequency
- Requirements for meeting notice & agenda, supporting materials, records and minutes
- Meeting structure, conduct, and public participation
- CAB correspondence
- Amendment of the bylaws
