West Capitol Avenue — Safety Enhancement & Road Rehabilitation Project
Project Overview
West Capitol Avenue is envisioned as the City of West Sacramento’s Downtown-- a central core with a vibrant main-street that takes advantage of its prime location, provide an attractive setting for a variety of land uses including the Civic Center, Community Center, Transit Hub, as well as residential, commercial and urban parks that are accessible via multiple modes of transportation.
The West Capitol Avenue project achieved several major accomplishments - pedestrian, bicycle, and vehicle safety, road rehabilitation, improved utilities, and underground infrastructure. A critical component of this project includes the sustainable use of recycled car tires in the pavement on West Capitol Avenue.
Each year, Californians generate approximately 40 million scrap tires. The City of West Sacramento helped to do its part by diverting approximately 27,046 waste tires from being disposed to landfills by using them in our road rehabilitation project. There are several benefits of incorporating recycled tires into roads including less maintenance, quieter roads, and better contrast between pavement and road striping, hence improving pedestrian, bike list, and vehicle safety.
The City of West Sacramento is thankful for receiving a grant from the department of resources recycling and recovery (Calrecycle) to utilized recycled rubber tires to complete the road rehabilitation for this project.

Grand Reopening
Reopening May 5, 2022
The City of West Sacramento is pleased to announce the reopening of West Capitol Avenue between Jefferson Blvd and Enterprise Blvd. as part of the conclusion of the West Capitol Avenue Realignment and Rehabilitation Project. This project also included work being done along Jefferson Blvd from West Capitol Ave to Park Blvd
On May 5, 2022, the City and community celebrated this achievement with a ribbon cutting ceremony at Joey Lopes Park. City leadership including Vice Mayor Quirina Orozco, Supervising Civil Engineer Vin Cay, Director of Capital Projects Ariana Adame, and representatives of Sacramento Area Bike Advocates (SABA) spoke to the importance of the project, the improvements to traffic safety, and how this project reinforces West Sacramento’s dedication to become a more bike friendly community.
The ribbon cutting event concluded with a bike ride along the alignment, showcasing the project improvements.
