Westminster's School Streets Programme
About School Streets
School Streets provide Pedestrian and Cycle Zones outside a school’s main entrance, in operation in the morning and afternoon during school drop-off and collection times, Monday to Friday during term-time.
These proposed School Streets are proposed to be installed under Experimental Traffic Orders to support continued feedback from our communities.
Our Active Streets programme is a key strategy commitment of our Fairer Westminster Strategy.
Active Streets consist of three types:
- Play Street
- Street Play sessions
- School Street – the focus of this webpage
This website provides information about the changes to roads near your school, how it will work, and how you can have your say.

The History of School Streets
During 2019 the Active Streets programme was launched. School Streets fall within this programme and they provide Pedestrian and Cycle Zones outside a school’s main entrance, in operation in the morning and afternoon during school drop-off and collection times, Monday to Friday during term-time. Reduced vehicle movements mean that school children, their parents/carers and other visitors have more space to walk, cycle or scoot.
Westminster City Council declared a Climate Emergency and has committed to becoming a carbon neutral council by 2030 and carbon neutral city by 2040. The initiative is to create a safer and more pleasant environment at the start and end of the school day in line with creating low emission zones immediately outside and within the direct vicinity of schools.
The infrastructure of building each School Street location has been assessed using Westminster’s Carbon Impact Assessment Tool. The long-term impact of the programme’s ability to reduce the number of fossil fuelled vehicle journeys by parents and visitors to the areas over the years to come will be significant.
The City Council pays particular attention to Transport for London's Healthy Streets Approach. The Healthy Streets approach focuses on creating streets that are pleasant, safe and attractive, where noise, air pollution, and accessibility are not barriers that prevent people - particularly our most vulnerable people - from getting out and about.
This scheme aims to improve air quality, reduce congestion and help make London's diverse communities greener, healthier and more attractive places to live, work, play and do business.
