Construction Update for Cycleway 51 - Harewood Avenue Enabling Works
Cycleway 51 - Kilburn to Marylebone.
Cycleway 51 (C51) – Enabling Works at Harewood Avenue, Harewood Row and Hayes Place
Works on site: 16 March – 28 March 2026

Background
Westminster City Council, in partnership with Transport for London (TfL), is proposing to deliver a new cycle route, Cycleway 51, connecting Kilburn with Marylebone. The proposed route is part of the Westminster Cycle Route Programme and would become part of the London wide Cycleway Network.
The scheme aims to enhance cycle safety, accessibility, and connectivity between Kilburn and Marylebone and will benefit all people who want to walk and cycle in the area, particularly those wishing to avoid busier roads.
The Overall Scheme
Cycleways are high-quality cycle routes that link communities, businesses, and destinations across London. The scheme aims to enhance cycle safety and connectivity.
Between Marylebone Road and Melcombe Place, Harewood Avenue will become a one-way street southbound for motorised road traffic, with a dedicated northbound contraflow cycleway in place.
North of Melcombe Place, Harewood Avenue will remain a two-way street for motorised vehicle traffic.
Construction (Enabling Works at Harewood Avenue: March 2026)
To enable the introduction of this new road layout, the direction of traffic flow on Harewood Row and Hayes Place must switch to allow buses to continue to serve Marylebone Station.
These enabling works will include:
- The reconfiguration of road markings on Harewood Avenue, Harewood Row, and Hayes Place;
- The reconfiguration of traffic signs (bagged until the switch takes place);
- The removal of traffic islands on Harewood Avenue, and
- The temporary decommissioning of Belisha beacons at zebra crossings on Harewood Avenue, beside Marylebone Sports Bar and Grill and beside BNP Paribas.
These enabling works are the first stage in delivering the overall C51 scheme at this location.
FM Conway has been commissioned on behalf of Westminster City Council to undertake these works.
The enabling works on Harewood Avenue, Harewood Row, and Hayes Place will take place between 16 March and 28 March 2026.
The changes to the road layout and direction of traffic on Harewood Avenue – between Marylebone Road and Melcombe Place – will not come into effect until the main construction works for the overall C51 scheme take place in late spring.
To undertake the enabling works safely, a road closure will be required on Harewood Avenue, between Harewood Row and Hayes Place.
Pedestrian access to all premises will be maintained.
Belisha beacons at zebra crossings on Harewood Avenue, beside Marylebone Sports Bar and Grill and beside BNP Paribas, will be temporarily decommissioned. Diversion routes will be marked on site and traffic management will be in place, with FMC marshals on site from 28 March to provide guidance to road users as the new road layout on Harewood Avenue, between Harewood Row and Hayes Place, beds in.
