Westminster New City Plan
The New City Plan Direction of Travel
In March 2026, the Council published a New City Plan Direction of Travel document, informed by the extensive engagement with a variety of stakeholders that took place at the end of 2025. The document summarises the key opportunities and challenges that were identified throughout the process.
The content brings together the wide range of views, lived experiences and visions for the city’s future that members of the community shared with us, alongside a review of the delivery of the objectives of the current plan.
This engagement represented an important first stage in the plan-making process, however, as the Direction of Travel document was prepared under the previous administration future engagement activity will be undertaken in the context of the new administration’s priorities.
The engagement undertaken to date has provided a valuable evidence base, helping to identify key issues, opportunities and priorities for Westminster’s future growth and development. This work will continue to inform preparation of the new City Plan as supporting evidence is developed, with further engagement and public consultation undertaken as the Plan progresses.
For more details on the early engagement activities that we conducted, see the closed consultation page.
