Henrietta Street Public Realm Improvements
FM Conway have been commissioned on behalf of Westminster City Council to undertake public realm improvement works on Henrietta Street. Works commenced on 15th January 2026 for an estimated 11-month programme.
The works include footway and carriageway re-construction along the extents of Henrietta Street including sections on Bedford Street and Southampton Street. The construction works are being delivered in phases to maintain accessibility along the entire length of the road throughout the duration of the project.

In order to undertake the works safely, the closure of Henrietta Street to traffic will be required. Appropriate diversion routes will be marked on site. A diversion plan for the project is available here, which details the impacts to servicing and deliveries.
Looking Back
Phase 1 (Southampton Street and Henrietta Street Junction – Footways)
Paving of the new footways along Southampton Street into the junction with Henrietta Street is substantially complete.
On the Jubilee Market side, only a small section of footway at the head of the junction with Henrietta Street (outside the Jubilee Market Hall entrance) remains to be paved (see image below).

The small section of footway paving to be completed outside Jubilee Market.
On The Ivy side, paving is complete from Southampton Street into Henrietta Street, adjacent to The Ivy’s front entrance and covered external dining area. The disused BT cabinet which was previously in place here has been disconnected and removed.
Both footways have been mostly reopened.
Phase 2 (Southampton Street and Henrietta Street Junction – Carriageway)
On Southampton Street, we have levelled and concreted the carriageway area before re-laying the granite cobblestones. This area has now been re-laid and grouted (see image below).

Grouting newly re-laid cobblestones on Southampton Street.
We have also begun to remove the cobblestones from the head of the junction into Henrietta Street through to the base of the entrance slope into Covent Garden, working from the Jubilee Market side of the junction heading west along Henrietta Street. We are levelling, concreting and re-laying new stones as we go along (see image below). We have already completed a small section to allow our fencing to be moved away from the entrance to Jubilee Market.

Looking Forward
Phase 1 (Southampton Street and Henrietta Street Junction – Footways)
The small section of paving on the footway outside Jubilee Market, referenced previously, will be completed.
As we did on Southampton Street, we will then excavate a new kerb line from The Ivy toward No. 1 Henrietta Street, then level and pave the new footway (see image below). Pedestrian access into Henrietta Street will be diverted to the other side of the street during this time.

The area of paving to be removed and repaved with an extended kerb line between The Ivy and No. 1 Henrietta Street (in red rectangle; area in blue rectangle covered by Phase 3 works).
Phase 2 (Southampton Street and Henrietta Street Junction – Carriageway)
Once this Phase 1 paving is complete, we will remove any remaining cobblestones from the head of the junction into Henrietta Street through to the base of the entrance slope into Covent Garden before following the same process of levelling and concreting to re-lay the remainder of the new cobblestones in this area (see image below). This will continue into early April. Pedestrian access will be maintained around the works area.

The remainder of the Phase 2 carriageway area to be removed, levelled, concreted and re-laid with existing cobblestones.
Utilities contractors will be onsite to level chamber coverings within the carriageway outside The Ivy.
Phase 3 (Henrietta Street Southern Footway)
We intend to move to Phase 3 from Friday 17th April. These works will be split into sub-phases to minimise disruption to residents and businesses as we move westward along Henrietta Street’s southern footway, toward Bedford Street. The works will take place as follows:
Phase 3A: Between No. 1 and No. 10 Henrietta Street (Friday 17th April – early May)
Phase 3B: Between No. 10 Henrietta Street and Co Thanh (early May – early June)
Phase 3C: Between Co Thanh and All Bar One (early June – early July)
These phasing plans and timings are subject to change. Any changes as works progress will be communicated.
Servicing Plan Update
As we move into Phase 3, the servicing plan for the area has been updated to match this works programme.
More information on how the servicing plan will operate for Phase 3 is available here.
