On-street ASB PSPO
Anti-Social Behaviour in Westminster
In September 2025, Westminster City Council, in response to concerns about on-street anti-social behaviour in South Westminster, established a new Public Spaces Protection Order (PSPO) to give Police and Council Officers new powers to tackle the issues of most concern to local communities.
The order prohibits a number of the most common anti-social behaviours, including:
Littering, urinating or defecating on the street
Loitering while under the influence of drugs or alcohol
Shouting, swearing, abuse, or sexually suggestive gestures
Visible and open drug use
At the same time, the Council acknowledged that many of these same anti-social behaviours were present in other parts of the City and so for the several months has been gathering feedback from areas not covered by the current order.
The results of that consultation can be found here
This consultation seeks to understand the potential impacts of varying the current On-street ASB Order, to expand some prohibitions to the entire City, and others to the West End and areas in the North of the Borough.
Each of the key elements of the order are listed below.
Prohibitions
Requirements
Restricted Areas
* Police Officer, Police Community Support Officer or authorised person from the Council
