Proposals
Westminster City Council and Shaftesbury Capital are planning improvements to the public realm on Carnaby Street, located in the heart of Soho.
Two rounds of early consultation have already been carried out by Shaftesbury Capital with members of the public and local businesses to inform the emerging and concept designs for Carnaby Street and surrounding roads. The feedback from these consultations can be seen here:
December 2025 Consultation - Feedback Report
March 2026 Consultation - Feedback Report
Now that the previous consultations have been completed, the City Council are consulting on the latest feasibility design. Your continued feedback has helped shape and develop the latest design. At this stage, only proposals for Carnaby Street are being progressed and not the periphery roads.
By investing in the public realm, the proposals aim to create a more attractive, safer and accessible environment for the public. The proposals include:
- Paving improvements to all surfaces
- Installation of new street furniture
- Upgrades to wayfinding and signage
- General lighting improvements
- Tree replacements and greening
The addition of seating and greening in particular, will be subject to further planning permission.
The proposals aim to make Carnaby Street greener, easier to navigate and better connected for residents and visitors, while respecting the area’s character and heritage.
The proposed arrangement plan below shows the proposed improvements to Carnaby Street, alongside the existing arrangement.
